The COP28 Presidency, the International Renewable Energy Agency (IRENA), and the Global Renewables Alliance (GRA) launched a joint report today on the sidelines of the Pre-COP event in Abu Dhabi, titled Tripling Renewable Power and Doubling Energy Efficiency by 2030: Crucial Steps Towards 1.5 °C.

The report provides actionable policy recommendations for governments and the private sector on how to increase global renewable energy capacity to at least 11,000 GW while also doubling annual average energy efficiency improvements in the target period. This falls under the COP28 Presidency’s Action Agenda objective of fast-tracking a just and orderly energy transition to keep 1.5 °C within reach.

As wildfires raged across Southern Europe and North Africa, top UN climate scientists said on Thursday that it was “virtually certain” that July 2023 will be the warmest on record.

Echoing that warning in New York, UN Secretary-General António Guterres said that “short of a mini-Ice Age” in coming days, July 2023 would likely “shatter records across the board”.

“Climate change is here. It is terrifying. And it is just the beginning,” said the UN chief, warning that the consequences are as clear as they are tragic: “children swept away by monsoon rains, families running from the flames (and) workers collapsing in scorching heat.”

‘Remarkable and unprecedented’

In Geneva, scientists from the World Meteorological Organization (WMO) and the European Commission’s Copernicus Climate Change Service described conditions this month as “rather remarkable and unprecedented”. They said that new data showed that so far, July has seen the hottest three-week period ever recorded and the three hottest days on record.

“We can say that the first three weeks of July have been the warmest three weeks periods ever observed in our record,” said Carlo Buentempo, Director of Copernicus Climate Change Service, via Zoom.

“This anomaly is so large with respect to other record-breaking months in our record that we are virtually certain that the month, the month as a whole will become the warmest July on record, the warmest month on record, in all likelihood.” Learn More /..

BLACK SEA GRAIN INITIATIVE

Good Morning from the GEÓ Newsroom in Gibraltar. While Ukraine continues to dominate the news & intel wires GEÓ Eyes are on the Black Sea Grain Initiative as Russia (Predictably) pulls out of the Erdogan brokered agreement in turn dealing a huge body blow to global food security after prices soared as a result of Moscow’s illegal invasion of Ukraine last year.

The original agreement enabled Ukraine to securely export grain via the Black Sea to parts of the world struggling with hunger. GEÓ understands that the Kremlin notified the UN, Turkey and Ukraine yesterday (170723) insisting that Russia would not renew the deal until the West kept their side of the deal.

The landmark accord with Ukraine and Russia in July last year (2022) sanctioned a separate agreement to facilitate exports of Russian food and fertiliser that Moscow insists has not been applied.

The party line from The Kremlin is that its conditions for extending the deal brokered by the UN and Turkey had not been fulfilled. However, Russia said it would return to the agreement if its conditions were met.

The World Meteorological Agency (WMO) which is actively monitoring temperature records has officially verified a new record temperature in Europe of 48.8C (119.8F) set in Sicily during a heatwave in August 2021

The WMO is the recognized authority for verifying extreme weather records. It maintains an official Archive of Weather and Climate Extremes. This includes records of temperatures (globally and per hemisphere), rainfall, aridity, lightning and weather-related mortality.

It is reported that 57% of Britons said the decision to leave the European Union in 2016 was the wrong one, compared with 32% who thought it was correct with more than half – 55% – said they would vote to remain in the EU, against 31% who said they would stay out, if the referendum were to be held again. As many as 783 million people faced hunger worldwide in 2022 in the wake of the COVID-19 pandemic, repeated weather shocks and conflicts, including in Ukraine, according to a study launched by five United Nations agencies on Wednesday.

The State of Food Security and Nutrition in the World revealed that between 691 and 783 million people faced hunger in 2022, with a mid-range of 735 million, representing an increase of 122 million people compared to 2019. It also adds up to a grim warning, potentially jeopardizing the Sustainable Development Goal of ending hunger.

“Overall, we need an intense and immediate global effort to rescue the Sustainable Development Goals (SDGs). We must build resilience against the crises and shocks that drive food insecurity – from conflict to climate,” UN Secretary-General António Guterres said in a video message launching the report.

It shows that hunger rose in Western Asia, Caribbean and across Africa, where one in five people — more than twice the global average — faced hunger. Only Asia and Latin America observed progress in improving food security. Learn More / …

António Guterres has addressed the Council of The Shanghai Cooperation Organization (SCO), the world’s largest regional security body. IRENA’s World Energy Transitions Outlook calls for annual renewable power additions of 1,000 GW by 2030 to keep 1.5°C climate target within reach.

In the first volume of the World Energy Transitions Outlook (WETO) 2023 released today, the International Renewable Energy Agency (IRENA) identifies the way forward to immediately course correct the 1.5°C climate pathway. The report calls for raised global ambition in renewables deployment, enabled by physical infrastructure, policy, and regulations, and underlining institutional and workforce capabilities.

More ambitious renewable energy targets are needed; the world must add an average of 1,000 GW of renewable power capacity annually by 2030, as well as significantly increase the direct use of renewables in end-use sectors. The UN’s 193 Member States adopted a landmark legally binding marine biodiversity agreement on Monday following nearly two decades of fierce negotiations over forging a common wave of conservation and sustainability in the high seas beyond national boundaries – covering two thirds of the planet’s oceans. Here are five key points on why it is important for the world.

1. Fresh protection beyond borders

While countries are responsible for the conservation and sustainable use of waterways under their national jurisdiction, the high seas now have added protection from such destructive trends as pollution and unsustainable fishing activities.

2. Cleaner oceans

Toxic chemicals and millions of tons of plastic waste are flooding into coastal ecosystems, killing or injuring fish, sea turtles, seabirds, and marine mammals, and making their way into the food chain and ultimately being consumed by humans.

3. Sustainably managing fish stocks

The treaty underlines the importance of capacity building and the transfer of marine technology, including the development and strengthening of institutional capacity and national regulatory frameworks or mechanisms.

5. Vital for realising 2030 Agenda

The new agreement “is critical to addressing the threats facing the ocean, and to the success of ocean-related goals and targets, including the 2030 Agenda, the UN chief said on Monday.

This annual report tracks global progress toward Sustainable Development Goal (SDG) 7: Achieving affordable, reliable, sustainable and modern energy for all. It serves as a guide for policymakers and the international community in advancing energy access, energy efficiency, renewable energy and international cooperation to achieve SDG 7. IRENA produces the report jointly with the SDG 7 co-custodian agencies: the International Energy Agency (IEA), the United Nations Statistics Division (UNSD), the World Bank, and the World Health Organization (WHO). The preparatory process for the 2023 edition was chaired by the WHO.

The latest data indicate that the world is not on track to achieve any of the SDG7 targets. In 2021, 675 million people still lacked access to electricity. Of those, 567 million people lived in Sub-Saharan Africa – accounting for more than 80% of the global population without access.

Meanwhile, 2.3 billion people lacked access to clean cooking, largely in sub-Saharan Africa and Asia. At the current rate of progress, 660 million people are projected to still lack access to electricity in 2030, and 1.9 billion people would continue to rely on polluting cooking fuels. Meanwhile, renewable energy deployment has risen significantly in the power sector, growing by around 27 percent in 2010-2020 and 7 percent in 2019-2020 – the largest annual growth recorded over the past three decades.

The share of renewable sources in total final energy consumption reached 19.1 percent globally in 2020, compared to 16.7% in 2010. However, current progress is insufficient and renewable energy deployment must accelerate considerably – particularly in heat and transport. Progress in energy efficiency measures is also off track, with only a 0.6% rate of improvement in 2021.

Energy intensity must improve at no less than 3.4 percent annually from now until 2030 to make up for the shortfall. Meanwhile, international public financial flows to developing countries to support clean energy decreased for the third year running, amounting to USD 10.8 billion in 2021. This is only about 40% of the 2017 peak of USD 26.4 billion. Learn More /…
